Technical customer

Technical customer is a legal body authorized by the Customer and on behalf of the Customer concludes contracts for engineering survey, for documentation preparation, for construction, rebuild, general overhaul, demolition of construction objects, prepares buildings for fulfillment of the above mentioned works, provides required materials and documents to people fulfilling engineering survey and (or) preparing design documentation preparation, construction, rebuild, general overhaul, demolition of construction objects,

GKS Services – Technical Customer – Ilim Group

Approves design documentation, signs documents required for permission to the capital construction objects commissioning, fulfills other functions provided in the urban development legislations (further – Technical Customer functions).

Technical Customer functions can be fulfilled only by a member of the corresponding self-regulatory organization in the area of engineering survey, architectural and construction design, construction, rebuild, general overhaul except for cases provided in the Urban Planning Code.
 
 


Technical Customer Responsibilities

By the Relationship Direction

1. Internal Perimeter:
  • relationship with the developer;
  • relationship with the investor.
2. External Perimeter:
  • relationship with third parties, organizations.

By Legal Nature

1. Legal:
  • making transactions;
  • signing other title deed documents.
2. Actual:
  • meetings, controlling functions, providing documents, materials, construction site, collection and issuing of information.

By the Target of Involvement:

  1. representative (contracts, acts, commissioning permit);
  2. organizational, informational;
  3. provisional (construction site, materials, documents);
  4. controlling-supervising (construction control, supervisory control);
  5. other (tender, working and (or) as-built documentation and other).

 


Technical Customer Functions

  1. Organization of Engineering and Surveying Works:

    • preparation of the RFQ for engineering and surveying works;
    • holding of a tender for design engineering company;
    • organization of engineering and surveying works and obtaining of expertise approval;
    • obtaining a construction permit.
  2. Providing Conditions for Work Beginning:

    • preparation and transfer of the construction site to the Contractor;
    • providing cargo transportation, temporary network layout;
    • providing necessary documents, materials, structures etc.;
    • approval of Detailed Documentation for construction.
  3. Interaction with Administrative Bodies:

    • interaction with Administrative offices, State Construction Supervision Department and administrative and Technical Inspection;
    • obtaining of Statement of Conformity of the object etc.
  4. Construction control:

    • correspondence of works fulfilled to design documentation, technical regulations, results of engineering surveys, requirements to construction and installation works, labor safety;
    • for fulfillment of works having impact on object, structures and utilities safety;
    • for necessary testing followed by corresponding examination certificates.

 


Technical Customer Service Cost

Price setting of the technical customer is a multiple-factor calculation, considering:

  1. Scale of the construction (amount of objects and sites, square of construction, length of linear structures etc.).
  2. Intensity of construction works (necessity of work arrangement in one or several shifts, work on weekends etc.).
  3. Distance from city/town, need for temporary structure arrangement for specialists’ work at the site or out of it.
  4. Climate, geographic, social features of the region.
  5. A very roughly contractual cost of technical Customer Service will be 3.0 – 4.0% of the full object cost estimate.
  6. Technical customer fulfills his functions in the sole interest of the Investor – Customer. Customer and Investor get a quality and economic effect due to high quality of works, time control of work schedule, recording of works actually fulfilled.
